Regarding PGRs, interesting hypothesis. Might work. Although when I used to use Paclo during iron infusions for chlorotic oak my understanding was that it slowed green growth, resulting in the tree putting more energy into fibrous root growth. That would be good for chlorosis, bad for SGRs
That's what went through my mind too, but I also see where root stimulation could be beneficial. Will be watching this thread.
 
I have a 24" DBH Norway (front of my home) that is on year 2 with PGR (paclo) after I had removed some SGR.
Big slowdown and extra heavy seed production this season. Late June (of this year) I made a root collar drench with 4% GA @ 25ppm to flip some switches back on, with hopes for bigger leaves and more normalized top growth to return in 2022.

As JD mentioned, PBZ is powerful and I went with the max rate in 2020.
