outdoor advertising using bucket truck to hang banners

Banners advertising your business? You would have to consult your local city/county on temporary sign regulations. If it's on private property, you should be good. Got a guy around here that did a job for a dealership in exchange for a bunch of vans. He got em all lettered and parks them in various places throughout the city. I asked him about it and he said "they always call before they tow it-and then I move it". Dude, he has a few vans that haven't moved in years. I used to think it was ghetto, but it's actually pretty damn smart. They are all parked in"high traffic" locations.
 
I agree with @LimbLoppa that it all comes down to local zoning laws most likely; Massachusetts has really specific zoning by-laws and possibly the oldest zoning state laws in the country. Special permits are always being sought, though if you're in an historic district, you're out of luck most likely.

On the other hand, in Rhode Island, there is a lift rental company off I-95 South in the Providence area that uses one of the lift trucks with a sign and a mannequin dressed up in workman's gear (complete with helmet) to let people know they're just off the highway.
 
I bought an old trailer and built a wooden frame on it. Had a buddy print me three 4X8 signs that make one big one 12X8 when put together. When stuff gets slow, which it hasn't in a while, I would park the trailer in a public place and lock the wheel. Never had any problems. Cost me 500$ total maybe.

I've thought about doing that with the lift. I'm pretty sure if it's temporary nobody would bother you.
