Oak/ soil failures

I have had a number of mature white, post and red oaks fail in a natural area on our college campus here in Atlanta. Does anyone recommend a soil and tissue lab to send samples to for analysis? I will be looking mainly for disease but also the possibility of herbicide damage from past management.
 
Every state has a soil lab with low rates or free for sutritional analysis. there will be a higher charge for chemicals; what herbicide do you suspect?

If the whole root system pulled out and you suspect decay, look for a fruiting body. Without one, fungal ID is hard.
