mature holly dying

ive looked at a holly today, its an old one and it is dying. not sure why, how old do hollies live for? half the crown is dead and some limbs are rotten. the guy who owns it had loads of crap around the base of the tree, so im thinking that it might have root rot? ive read this is a common problem with hollies. if there is no air or light getting to the soil around the tree would this make the soil moisure high and soil temp low thus causing rot root? anyway, what would you recommend? should i remove all dead and dying branches and hope it comes back or would you have it out?

First are you sure it is holly and not Mahonia? I have seen lots of sad looking Mahonia this spring.
 
The wood from a Holly can be quite sought after, if it's a decent size and hasn't got too many knots or rot in it. It cracks quite quickly if not waxed on the ends and kept damp. One quite small tree I got was turned into veneers. It's one of the few very white woods, like Sycamore.
