Lodgepole Pine decline

Hey Guys-

I have a client on the coast of Massachusetts with a browning lodgepole pine. We've had drought conditions so that may be the only problem, but I'm wondering if this could be a fungal issue as well? See photo attached.

Looking like distotherma or whatever they are calling it these days.. check for shoot borers too
