These are popping up on leaves specifically attached to branches that have heading cuts on the ends, or stubs left over from poor cuts made to the tree by homeowner. Seem to be localized specifically around these stubs and/or heading cuts. Found on both of two identical trees on property. Any info? Treatable? I'm new to the area...not actually sure what the tree is, and the homeowners' ID was incorrect.
