We are gonna start doing some air knife work and some organic fertilizing.I thought you didnt need a certified applicators license but someone told me that you do.Do you or not or is it more of a state to state decision.
 
Are you sure you got your answer? Fertilizer is not a pesticide. In most states pesticide is defined as anything with an EPA registration number, which fertilizer does not have. I see nothing in that link that defines pesticide in Texas. I would check to see what Texas "includes" in it's definition of pesticide before you go through testing/licensing.
 
Your county extension agent would likely be able to inform you of any local or state requirements regarding fertilizer application. Here in Florida, it's currently a mish-mash quilt of regulations county to county, and even city to city in the same county.
