As far as too late, it depends on how far gone the leaves are now with the damage. I don't know about where you are, but here often the trees become damaged enough that it's not worth treating unless they had a new flush in the summer, which doesn't often happen. Also depends on which species. What do you have out there, Siberian and American? Best to try and catch those guys early, and keep the trees healthy. Merit takes a while to become systemic. I rarely do stem injections, but recently did on a couple of English elms eaten up by leaf miners and covered with pouch gall, to try and catch it quick before they advanced much farther, trying to give them a decent season.
