If it's really red inside it could be a eastern Red cedar...

My climber suggested cryptomeria too

Not cryptomeria. My guess would be either redwood or sequoia.

I don’t have closer pictures of the foliage unfortunately. I don’t think it is cryptomeria as the foliage is different. Same with redwood and sequoia. Unfortunately the tree has very little remaining live foliage and has been previously topped so I can’t tell from its form

Looks like sharp needles on young wood and scaled elsewhere (on phone screen) which backs up the juniper guess.

Could it be Chamaecyparis pisifera ‘boulevard’ it similar cultivar? False Cypress is the common name.
