Is this damage bad?

Meh, wouldn't bother me too bad. You're aware of how and when it was damaged.. Looks like 16 strand.. They're quite rugged, and I've climbed on line that looked worse. Don't take my advice, though. If you're doubting it.. Don't chance it. It's your peace of mind.
 
I'd cut it off, singeing the rope causes problems with prusiks and devices, even a tiny singe is a massive irritation when trying to budge a prusik.

If you trim it, the fibres poke out from the next spot, the best method is to pull a few inches and bury it back.
 
I hit all frays on my lanyard with some flame regularly, 0 issues ever...jus sayin. Imo the singe helps keep the strand from poppin out the next pick,i trim it first so there isn't a giant lump to interfere with my hitch cord. To each their own!
