You see stuff like that all over developing countries. There were live high voltage lines on the ground in LaPaz a few years ago. A lot of that stuff is repaired by the locals, not the utility companies.

we did an antique pear removal this week that had a very live service wire running through it that was so worn it had the ground dangling in two pieces. the other two wires had much of the insulation gone from rubbing. ...it was raining. the power company stoped in because the tree owner called them (fine with me). He said he wouldn't work on it in the rain and left. the tree is now a pile of rubble in my truck (confidant me is fine and untingled) and the wire is hanging a bit lower now that the tree isn't holding it up anymore. It's hanging (resting) on an all metal building.
I told the owner not to touch his shed until it either quits rainning or the power company comes back (same difference). I know what you are thinking; I might be sued.
and your right but maybe I won't be either.

I think that picture is from Bell India, the sister company of Bell Canada. The guy who hooked that mess up is the same one who calls me every other night wanting to change my service.
