I graduated from
Guilford H.S. in Rockford (IL) some decades ago...
At 164KB (the largest of my downsized ones), it's almost already too large to be interesting enough (and they
are interesting!) for a modem user to want to fetch. That same one was 646KB in its original form here.
There are two main components to the resulting file size. The "physical" dimensions of the image, and the compression level, or "quality" of the image. In the image mentioned already (DSCN0003.JPG) you were quite a bit high on both counts. Was Geometry: 1306x979, Quality: 90, Filesize: 646kb; became Geometry: 800x600, Quality: 75, Filesize: 164kb. I'd sharpened it up a bit (which increases file size somewhat) and lightened it a bit to bring out a little more information from the shadows.
You don't know how much I wish broadband connectivity was available to me here, but even if I could have it, I would still be adamant about dialup-friendliness (still in the high-40's percentile for U.S. Internet users).
