distinction between log loader and crane

A friend of mine has an older international truck with a national crane co stick on it. Its really not of true use for a tree removal crane, but the chassis has log bunks and removable stakes which make it a good log truck. The problem comes with ct laws which dictate that anyone operating a crane needs to be a certified crane op. He is no where near a level of work to bother becoming certified, so it basically sits in the yard doing nothing.

My question is weather there is a way to make it be classified as a log loader (which i understand there are no certifications necessary) as opposed to being a crane. I thought possibly deactivating the telescoping cylinder in the boom so basically it is limited to the shortest length, possibly also pinning the boom so it cant be scoped out...

any suggestions? thoughts?

im not sure, i have very little experience with the legalities with a vehicle like that. From how he explained it to me, just driving it down the round would count as "operating" and therefore necessitate him to be a CCO. I guess im just looking to see if anyone has concrete knowledge about Ct law regarding cranes, and weather it can become usable with somehow making it a "log loader" as opposed to a telescoping boom stick crane.

What part states he would be exempt? I couldn't find it.
My understanding is if it is a boom truck over 2000# capacity a license is required.


No license (crane) is needed to drive the truck just DMV license.
