Cedrus needle browning

URGENT!!! Does anyone know about long term ramifications and potential control measures of Cedar aphid believed to be Cedrum laportei which are causing up to 80% browning and defoliation of 75' (25m) Cedar of Lebanon ( Cedrus libani) Trees in question stand in open parkland in UK.All neighbouring Cedars to a lesser degree? Clear I.D of adult bodies present. Any info or leads/experience gratefully received!!.

At 80% browning, intervention is definitely needed.
Since the trees are so tall, I would do a soil treatment of
merit- mid-summer, and again in the fall to control them
next year.
 
Any chemical applications that you could recommend. We are not big on chemicals in the UK so info is scarce. Am I to pressume the soil treatment would be systemic or does it just stop the bugs over-wintering in the soil??

Yeah--the "merit" I mentioned is a trade
name for imidichloprid; an effective systemic
insecticide. It is sold under many names. There
is a "Bayer " version of it in the states where you
don't even need a spray license to use it.
