Have any of you all some how removed the boot lace ilets, the low one by the ankle on Pfanner Zermatt GTX with out messing up boot?

I may be wrong but it seems they put it there to tighten the toe box and the one above the ones your trying to cut off locks them in so they don't loosen while you finish tightening them. I think you may be lacing them wrong. Try this.
