Anvil blade gap

I have a morbark model 290 12”chipper. I have replaced the blades and anvil and the gap is much different on the inside and outside blades on the disk. The machine runs smooth with no shaking and has decent power with the Perkins engine. I previously had the same chipper and never had this issue and it almost seems like I need to shim the blades. Do you even do this or any other thoughts on where to start would be much appreciated.
 
The anvil is adjustable. There are 3 bolts that hold the anvil in place, 2 of them should have adjusters on them. There is a specification as to how much the gap between blades and anvil should be. You should be able to adjust the anvil to where the gap is equal or very close to equal for each blade.
 
It adjusts towards or away from the blades. The top and bottom bolts must be adjusted independently to get the anvil equal distance to the inside and outside blade.
 
Then I don't understand what you mean by the bolts are "up" all the way. It adjust horizontally. If one side is too far away from the blade, adjust that side in closer to the blade and leave the other side where it is.
