As a result of this latest fatality, I will be working with the NH DOT Commissioner and our Director Of Operations to implement a re-writing of the NH DOT bid specs for tree pruning and removal. I am not in a position to speak for the DOT, but I can say that we are taking tree care accidents/fatalities very seriously. We will be requiring that contractors who want to bid on State work, be Certified Arborists, EHAP trained and that crane operators be certified or licensed.

This is the paragraph that bugs me Chris.
That last sentence particularly.
In CA, a state licensed contractor needs no ISA certification to get his license. But must be able to document his exp, liability ins, and understanding of basic business practices in the form of a written test.
Unlike the ISA, any state licensed contractor who breaks the rules and standards of the state, can and will be prosecuted up to and including, fines, license suspension, and jail time.
One has teeth, the other a pay to play racket that enforces nothing.
One provides literature and written standards free to the public, the other only to paying members.
We simply disagree on the actual worth of an ISA certification as valid criteria for determining whether safe work practices will be actively enforced on a state by state basis.
