16 strand split tail.

OK, may be a stupid question, but I'm starting a new climber and he is in kindergarten as far as training goes. I have a piece of safety blue that I want to splice into a split tail for him and wondering about final bury and core etc. I know someone will have the answer, but I bet it has been a while since anyone made these.
 
When I used to splice split tails I removed the core completely and made my taper run the entire length of the tail. All the strength in 16 strand is in the cover, the core is just to provide roundness, so removing the core doesn't weaken it and by burying the taper the entire length of the tail you provide roundness. But maybe I was doing it wrong....
 
So if I want to make a tail that is 48" long after my eye then my first number is also 48? Do you pull the whole length in one shot or do it in stages?
