The only way is labor intensive. I use a flat shovel and cut squares like your doing sod, then slice under the plants removing the squares one at a time.Then amend the soil and till, you will not have any coming back.
Not seeing the tree this is just a guess. But here in Michigan we have had about the same weather. Anthracnose is hitting the maples and sycamores. In some areas it looks like fall with all the leaves on the ground.
