If it’s running rich then you want to turn the needles in to reduce the fuel flow. When you say you have it fully open I’m reading that as the screws backed out all the way to the stop. That’s going to give you too much fuel and will foul the plug due to inefficient combustion.

There’s no national training requirement in the US. I’m not familiar with cert 3 buts it’s probably better than what I knew when I started in the industry.
