Viburnum wilting new growth?

Any ideas?

I'm finding pics similar to Botryosphaeria but nothing on the twig that looks like dark spots or cankers. It is only on this year's growth. Of course somebody sheared them fairly hard over the winter so there really isn't much leaf material on woody stems from previous years...

Some kind of stem boring insect was my first assumption. But I cut several half and couldn't find any evidence of feeding through there...
 
Maybe this is what ATH means above, but cut off a piece of stem about 6 inches in length with the visible part of the wilting at about the 3-inch mark.
Then, cut in half lengthwise. I like single-edge razor blades for the task. Look for internal stem discoloration or a little critter along the length. Not saying I think it's bugs, might be some canker fungus, but that's the way I look for them.

Yes...that is what I did looking for bugs as a first guess.
