And, yes, one was "topped"...
but what tree genus/species is this??

Actually, the wires are across the street from the two trees. It's just the angle of the photo.
There is a "story" to these trees....

Juniperus virginiana.

maybe variety 'skyrocket'.

If not:

Is the picture you showed, a somewhat typical shape for the specie?

Or were they drastically shaped over the years to look like that?
 
The twig ends look kinda like skyrocket juniper, but I had no idea they got that big... I'm going with Blinky on this one. C. sempervirens. Or it's a Cat-in-the-hat tree. Whatever it is, it's ridiculous looking!

No shaping and not done over the years. This was a one time deal....for now...

These are coastal redwoods!! (Sequoia sempervirens)
100-120+ ft. tall.
Redwoods often drop branches in storms and so the owner stripped all the limbs off leaving just their main stems.
I don't know the full story and whether someone had been hurt by a falling limb and thus this action done to the trees and/or whether a TD was too involved & expensive (crane) or an ordinance was in place.
Anyhow, redwoods have incredible regenerative qualities. You can take a small chunk and put it in wet sand and it will sprout. SO if you leave a full living stem of the tree guess what... it sprouts! All along the 100+ ft.trunk!

The question now is - what will be the maintenance issues and safety risks of these trees as those sprouts grow out over the years? I can only imagine

alright how about this one:

1/2 point for the needle tree on the left and right.

1 full point for the specimen in the middle (not the child).

1/2 point for the name describing pruning and training a tree/plant this way.
