Strange growth on aspen tree?

so theres this aspen tree outside of my front door that has this strange growth on it, they are these little white balls with a black center. they almost look like barnacles growing all over the branches and trunk of the tree.... ive tried to find what they are and the closest thing i found was White scale, but those aren't quite like these... anyone have any ideas? I live in Colorado if thats any help.

Could be european elm scale but a picture would be best.
