Standard Dead Eye Size

What is the standard size dead eye for something like a block and how is it measured? I've heard some people say 10", is that the inner diameter, or circumfrence?

That is the length of the eye. So twenty inches of cordage length to form the eye.

As a retired Geometry teacher, that's an interesting question. When I'm splicing, I measure the "length of the eye" as it is doubled up on my splicing table. That would make it approximately half the circumference if formed into a circle.
