Looks like they are lowering him on two ropes to keep him upright, possibly he has a saddle hunters harness.

I was in that school for about the last two years of it's existence. Fortunately it has gotten shut down. Too bad there were some climbers that attended, but quit, but didn't graduate. That school is the beginning and end of their education.

Perhaps the reason he survived was that he only climbed for two years. I found this article he wrote:

What I notice is the lack of standard PPE with the Fire Department. Every pic I see of this has some level of half geared up for the call. That has always been a signal of the culture of the crew. The specialty truck I was on responded to the entire city and ran with all the different stations. The guys who had their shit together before we arrived were always uniform and compliant with safety. Our procedure would have been to have that guy in a helmet ect. As far as the feet, I've seen other pics of him in a victim harness but not sure how he would have it on if they didn't get up there and help him. It's an unusual situation for sure but I guess good on them for nobody getting dead those 2 rescues. Way better than the alternative. Good job KCFD.......I think
