The point is that OSHA/ANSI want a fall arrest harness to be continuous to the saddle and not be detachable. Petzl would be wise to build a saddle with rope bridge and fixed uppers to be used in tree work for multiple aps. Does anyone make a saddle like that?

Yes, Buckingham makes a FA/WP saddle for Safety Landry in Montreal PQ. I bought one, and it even has a bridge on it! The weird thing is that the attachment for the FA lanyard is made of nylon!
 
Navajo with fixed upper harness and dorsal D. commonly supplied at competitions for the secured footlock event. We have 4-5 of them in our chapter trailer and I have one of my own.
