Possibly Tubakia leaf spot on Red Oak or...?

Customer was asking me about one of their Red Oaks. They're pretty plant savvy and noticed that the leaves on the lower branches were dying rather than turning like the upper branches. I'm no disease expert, but possibly Tubakia leaf spot? Any other ideas? Also lots of sap sucker damage, but I wouldn't think that would be related to the dying leaves.
