Orange growth on Asian pear fruit

Hey guys, I have an Asian pear that has this orange growth on most all of the small developing pears.
Do you know what it is, and how I might get rid of it for next year?

Gymnosporangium rust. Looks like quince-cedar but pears have been getting it more and more each year around here so it might be a slightly different species or variety.

Preventative fungicide apps and removal of nearby junipers if possible.
 
It's not. Removing junipers in a residential neighborhood isn't realistic either as spores can travel great distances on wind and a whole neighborhood would have to do the same.

Propi injections work ok but it doesnt have it on the label and requires drilling.
