Where the heck do I bid on city contracts? I.e line clearance and row.

I don't know about Des Moines, but where I work, the city purchasing Dept has to pre qualify you. I would start there.

Each city should have a link to bid/rfp on their web site. That usually has instructions for bidders and lets you know if you have to prequalify.
