Liability Insurance in MA

I'm starting up a service in Massachusetts, but I have some questions about Liability Insurance.

1. Does the state require a minimum amount of coverage? Do individual towns?

2. Which insurance companies should I check into for insurance? I've been in touch with one agent, but he doubts his underwriters will write me a policy because they require three years of experience on my own or five years working for someone else before they will insure me.

Any other advice?
