I'm going to guess they were using something with the word Ryobi on it, or possibly something with a cord attached to it . Never leave stubs......unless that's the only way you can climb the tree.

Yeah... There were some half dead trees that they still pruned. I thought I had a good picture of one, but must have missed - there were several trees that probably had 20% (of total tree height) live crown left.

Unlikely the trees would be replaced. It seems like in so many parking lot islands, the trees are planted as part of initial constructio. As they die from poor planting and lack of proper management the spaces are just left empty.
