in european carnivals a lot of times they have a two person swing that is fully enclosed and you can go over the top by pumping together. I was young and went with my sister and we were not stong enough or coordinated to get over the top but we got close, and i think about that weightlessness a lot.

I remember those from when I was a kid. I don't think they exist any more, at least not in western Europe, the went extinct along with anything else, that is the least bit dangerous.
The american fear of litigations have spread to here as well, killing a lot of the ( slightly unsafe) fun.
As for the video, it's from Finland, and they are sort of special. Geographically they belong to western Europe, but mentally they are more of an east block country.

Yes there are a pair of straps to put your feet under.

No. And after going over the apex of the swing, I remember coming down at an extreme angle and a bit of a violent crash at the bottom. Nothing broken, good thing when your'e a kid you're practically made out of rubber!
