hydraulics not working properly on truck

Just bought an Asplundh chipper truck from an auction. It's in really good condition. It's a 97 C5500. The dump only seems to work after I've driven it down the highway for 10 miles. If I try to dump it, while the transmission is cold, it doesn't do anything. But, I've only had the truck for two days. This is my first chipper truck. Everything else works great on the truck. Only paid $2750.
Any suggestions on the hydraulics? Thanks, Tony

Correct fluid-check factory specs for the right number

Warming the fluid is NOT an issue anywhere at this time of year. Even in snow-belt winter temps the only fluid that is warmed by letting the hydraulic pump run is the fluid in the reservoir. The fluid in the hoses, valves and cylinders doesn't circulate and hardly moves from place to place in some of the circuits. When valve is opened it's not like a garden hose. The fluid does it's work on one side of the cylinder and then comes back the other way when the valve is thrown back.
 
Is truck a standard or Auto transmission? It may just be a loose wire if it is an electric switch on an auto trans. if standard try going under truck and make sure cable is throwing the lever on side of the pto far enough back may just need to be adjusted. You could try tapping with a hammer where the cable attaches at side of pto.
 
Have not checked fluid. Will change the fluid. I did not see a filter prolly didnt look close enough. It is standard.
Linkage in check and adjusted....
