How long does it take roots to stop growin?

I just cut a nice size red oak for a buddy of mine today because it was cracking his driveway and probably into his foundation. Hated to see this tree go it was beautiful. No signs of rot or any disease. After it was on the ground he asked me if the roots were done growing now. I was stumped(no pun intended). I could google this but figured I would ask the pros. If it isnt done trying to support a tree thats no longer there how do we speed the dying process of the roots to prevent further damage to said foundation?
 
Most oaks will resprout.

However this is easily prevented by applying undiluted Roundup to the outer cambial layer of a freshly cut stump.

If it's too late? Simply wait till the stump sprouts come up, then apply undiluted Roundup to the leaves to achieve the same effective kill rate.

Roundup works but it's not nessesarily the only treatment. The roots will have a major die back as result of the tree being cut. Most of the roots will die anyway. Say if you have damage to one root or one branch (either way) a corresponding root or single branch may die as result. It may even be on the opposite side of the tree. I'm trying to explain the relationship between roots and the above ground part of the tree. The roots will starve. If any spouts pop up they could be nipped off with snippers or a lawnmower. They'll stop coming back after a couple years.

There's always the risk of killing more than you wanted to with herbicide through root grafting or overspray.

Is the foundation compromised? Already cracked? If so then he's got a bigger problem than the this stump. Grind the thing and the roots will die soon enough. Or mix the 100% round up with canola oil at a 20/80 ratio and apply it to the freshly cut cambium. the oil only acts as a more viscous medium to keep the round up on the surface long enough to be absorbed.
 
If you are reasonably sure about no adjacent root grafting Dicamba is the ingredient to look for and use. Had a few jobs in Denver to kill trees then remove. This stuff works without fail. Roundup may take multiple apps.
