The time I most consider my extra (buffet) weight is when selecting TIPs. I know I tie in lower than others that weigh less, actually it freaks me out a little to see smaller peoples' tie-ins! It's not alot, just usually one or two crotches lower.
I don't actually carry much more weight in winter gear, often just an extra sweater or insulated jacket. I find I warm up really quick as long as I'm moving, not so much cables and rods. Always bring a couple change of shirts as well.
The 300 lbs thing sounds familiar, Frax. I recall a hitch testing that happened here in Ontario a while back. If I recall it was done on static line though so who knows. A "maximum" rating would simply be the point where the hitch begins to slip, right? I expect you would realize it starting to creep in day to day use before it was a safety issue.
