That would certainly do it. Roots need oxygen and give off carbon dioxide to metabolize sugars (food) just like we do. The previous owner has effectively suffocated the roots by adding that much soil. I dont see a happy ending for those trees.Two years ago the last owner of the house filled the yard about 16 inches

They may be able to pneumatically excavate enough roots to allow the trees to recover. You'll pay a consulting fee for their time for the initial visit, and they may not have good news for you, but it's better to get an accurate and objective assessment of the condition of the trees, and what legitimate mitigation options are available to attempt to resuscitate them. Then you'll be able to make an informed decision on how to move forward.
