Fuel filter leaking

I changed the fluids in my grinder and the new fuel filter was leaking from the seal. So I took it off, cleaned the housing and made sure the deals weren't doubled up and tightened it back up. Still leaks. I bought a new filter, still leaked. Tried the seal from the old one that didn't leak, leaked still.

Is there something I'm missing here? This hasn't happened the last two times I've done the fuel filter in the past.
 
spin-on filters will generally specify how much to turn once contact is made (seems like often 3/4 revolution). Are you accurately marking (smudge of grease or something) to get the right amount of rotation? Lubing the seal before installing?
