Full removal sounds good and makes perfect sense. Hadn't thought about the sprout growing in size and adding extra stress to an already stressed area.

Just depends on what state you live in.

Or what city.

In Portland, I believe they could be turned-in to the City of Portland for the tree topping.

In Oregon - more broadly - they could be turned-in to the Oregon Construction Contractors Board if they were working without a state CCB license (or with the CCB license but a lapsed bond or insurance).

But a name must be provided, and enough to document it, like a witness or two, photograph, etc..

Our company turns down a lot of requests for similar work. It's just a shame that kind of work is permitted.
