Yes, sometimes its usefull to keep the block away from the stem, especially in the case of secondary blocks like the one you mention. The two cuts before hand it work just fine, and the load goes where I want it.
It flips up due to slight error in cutting angle. Generally a loose block will orentate itself better with the load so you can move round the tree cutting at increasing angles to the secondary block and it kind of follows you round.
The main block which should be at the highest point in your rigging system and on a stronger part of the tree should in most cases be snugged up tight, but after that the blocks can be wherever you want and tieing them loose alows them to be a foot or so away from a stem if thats waht you need. Of course the flap around and as in this case flip up, but as long as that doesn't compromise the overall sytem (or hit you the face) then its not the end of the world and hardly noteworthy IMO.
