The directions you show are a great end-for-end splice. It incorporates a locking brummell. However, you need access to the "other" ends of those white and gray ropes to do it. And that lock allows you to get away with a shorter buried tail, which you need for your application.
You can't use the attached directions to make a loop.
If I were making one, I would incorporate a locking brummel in the loop by reweaving the tail. This splice is not for the faint of heart because you basically unravel the whole tail, go AROUND the standing part of the rope (instead of having the standing part go THROUGH the tail) then you reweave the tail back together.
Most people aren't inclined to do this. This is really an application where the grizzly stitch is better. (as much as it pains me to say it)
