The Canadian Inspection Agency tried to stop all movement of ash in the Windsor - Toronto corridor and had a fire stop as well for EAB. They had a dump for all affected wood. People were Stealing the wood out of the dump! What's left is restricted areas where we have to leave ash in a specific dump and chips have to be a certain size,

I know ALB is different but unless you are policing 24/7 the public is going to move the wood around.
