359 carb screws

How do I get the screw limiters off? Are the plastic screw caps removeable too? I only have about 3/4 a turn on either the high or low Adjustment screws. I just modded the muffler and now I need to readjust the carb.

just snip the ears off the plastic cover and the jets will be able to turn in or out
