By law Trump has to turn over his taxes if Congress requests that he do so. If he choses not to he is breaking the law. Its that simple. Just like any other citizen he is not above this or any other law. He could be impeached for this alone. 2. Mueller layed out 10 case of obstruction of justice with very clear, credible, and concise evidence. A slam dunk buddy. He also explained that he could not and would not indict Trump because it went against the current DOJ policy of not indicting a sitting president. He went even further and explain that criminally charging a sitting president would be unfair base the president would not be able do suficienty defend himself. He also made it very clear that the obstruction issue was now to be settled by Congress, and he goes further and says that if congress chooses to pass on obstruction that Trump could be indicted once he leaves office.
This is why 800 former prosecutors have signed on to a bipartisan letter claiming that Trump has in fact obstructed justice, and would presently be in jail for these crimes if he were not the president.
Congress is not going to rush into impeachment. They will methodically build a case through live open hearing so the country can get the real truth of Trump and his crimes. The 6 weeks that Barr spent lying to us was devastating to the truth, so America is going to have to educated as to what is really in the Mueller report. Testimony by Mueller, McGahn, Hope Hicks, and all the other major witnesses will end this presidency. Unfortunately Trump and Barr are going to make it as difficult as possible, but I have faith that the rule of law will win in the end. I have to believe that our country, constitution, rule of law, and way of life are stronger than one extremely evil individual.
