Young birch is dying, need help

I have a young birch about 2-3 years old, we just moved here last year so I'm not too familiar with it.
I saw it was yellowing a bit, but didn't really pay attention to it since. But actually looked at it yesterday and saw what a bad state it was in.

I tried to google for answers but couldn't really find anything directly related. I found one issue that was similar, but it said it was black spots with a light center.
It looks like the yellowing is starting from the black spots, but also looks like it is just starting from the edges.

Can anyone familiar help identify the problem? And question two, once that is resolved, what's are things I can do/add to get it growing properly?

Is it very dry in Winnipeg? Might be simple leaf shedding due to drought.

I would also be concerned about depth of planting and the grass around the base.

I think the spots are secondary to the leaf yellowing.
 
No, it has been a very good spring here with a good mix of hot sun and rain. I've read maybe too much rain in spring? But we haven't really had excess rain like some places do.

I should have taken a pic of the bottom leaves but they are brown, like they are dead, rather than just yellowing.
 
Looks like Septoria leafspot to me, caused by Septoria betulae. Of course, there are others it could be, a good slide and a mediocre microscope could confirm. Sanitation is the usual control.

True, this disease is usually associated with moisture stress, but that can come from other soil conditions, not just lack of rain.
