Wrinkling of Japanese Maple

I was looking at a Japanese Maple today, and it had an odd wrinkling to the top side of its leaves, consistent over the whole tree, and an odd spottyness to the underside on the leaves. Here are some pictures.

I haven't a clue as to what is going on that would cause this, and I haven't found anything online either.

Wagnaw, pictures of the whole tree and a little bit more focused one of the underside of the one leaf might be helpful. But an initial question, did you have a freeze while this tree was still in bud development or unfurling?

That is what I was Thinking. The irregularity in the first pic would lead me too to believe maybe this plant got hit with some cold weather before the leaf completely erupted.
