Whisper Chipper Question

I am having issues with my whipper chipper engine speed. I throttle it up just a bit and it continues to gradually increase so I have to stand by the carb and control the speed. It is an old asplundh whipper chipper with a gas Ford 300 straight 6. Any help would be greatly appreciated.
 
Check the engine governor and its belts. if the belts slip, the engine will rev. My firsh chipper many moons ago was a Fitchburg that had beet sitting out for a while and the belt had dry rotted. The first pile of brush I chipped, the belts shredded and the engine reved up over redline. Nearly lost the engine.
 
I took the governor off and opened it up to make sure there was nothing wrong with it internally. Everything seemed fine except I think it was overfilled with oil. It was full of oil. I am under the impression that to fill the oil you remove both top and side oil bolts, fill from the top, and stop when oil comes out the side bolt. Am I wrong?
