An oscillating multi-tool may do better than a rotating tool???

Back to this fire idea...maybe get a small spray bottle and get a little (emphasize LITTLE) rubbing alcohol or diesel on the tarp. I'm assuming it won't soak in, but maybe just enough to get the burn where you need it???
Get a piece of flat stock steel and drill the holes equal to the blade holes. Before yo bolt the flat stock weld a half ring on it. Hook a chain or sling to it, block chipper and pull the drum with a winch if you have one or pull with a truck. It’ll free it up
 
I’d be careful with too much heat. The steel in this area certainly sees high stress, as little as 200-400 degrees can start releasing stresses causing shrinkage and expansion if not uniformly heated.

What about a chunk of 1x1/4 flat stock steel with a pointed hook ground into the end? Think barbed, stab it into the tarp and rip and pull?

When you're trying to rotate the drum or flywheel are you rotating backwards?

I'm guessing that you can envision what the cross section looks like where the tarp is jammed. Is there a way to thread something through? Like a plumbers snake? I have a hacksaw 'blade' that is actually a round abrasive cutter. It feels like a coarse grinding wheel. Maybe 1/16" diameter. If it could be threaded through you could cut the tarp. Think of the saw chain and string 'saws' that are sold to campers and homeowners.

I'm thinking of several ways to give more leverage for rotating the drum/flywheel backwards. All of them are based on adding a lever arm then pulling with a comealong. Over the years I had more than one chainsaw jammed with plastic twine. The fibers wrapped around the drive shaft between the clutch and crankcase. The solution was to bolt an arm to the flywheel. Remove two bolts and fabricate an arm then bolt it back on. Since the arm won't be seated flat against the flywheel side I used shoulder bolts to space out the lever and have a stronger attachment.

The idea of gluing a stuck tarp in place with heat where there is not supposed to be heat, and the fumes and such, meh...

Your guys will never let it happen again if they have to get it unstuck, and keep a tally of costs. Might save you more in the long-run.
 
Back side. I left a strip of tarp to pull on for whenever I get it loose enough. Ripped the rest trying to pull from this angle.

This is the bottom plate entrance. I have reached as much as I could with a long sawzall, needlenose, propane torch, blow torch, even hooked on to a tarp strap with a chain and ripped some out with a truck. The tarp seems to be folded in multiple layers evenly distributed along the knife edge which on this model runs the length of th

Terex 750. I have the Bandit 1590 ready to go tomorrow if I can't get it unfucked. I have a friend coming over now to help me get the drum lifted.

Or a tarp load of rakings was thrown in and tarp snagged? The second was seems like it could have ended worse!

The second scenario. Not sure how or why. It's always seemed like an easy thing to avoid imo.
 
Glad no one was hurt! Only chipper accident I’ve seen was a winch hook go through. 0 damage to the machine only a dent in the chip box..
