Taphrina caerulescens?

It doesn't look like a blister to me but I am unsure. It looks more like a type of leaf gall but no luck really on my short search to figure out what it is. Any help would be great!

Actually I did a further search and found it could be Dryophanta polita because it occurs on the top side of the leaf.

Definitely not Taphrina. Looks like a bug. I don't know much about no bugs.
