Sick Eucalyptus

My Eucalyptus tree has odd colored leaves even the new growth is coming out with red blotches and red color to the veins in the leaf. Some of the branches have died back and alot of the foliage has turnned brown and fallen off. Any ideas what this might be?

Could be dieback from the redgum lerp psyllid. Where are you located? Can you get some better pics of the leaves?

The location is Orange County. Yes there is lerp psyllid on the tree was just curious if that would cause the new growth to come out with red blotches on the leaves. I haven't seen eucalyptus with red blotches all over the leaves before. There are other Eucalyptus with lerp psyllid in the area but, they all look green and healthy. I am treating for the psyillid. It's just this one tree that appears to not be doing well. Here is another pictures of a close up of the new growth.
