Live oak? I disagree, leaves look wrong unless I'm seeing incorrectly. I agree with the crown reduction and guying.
Don't have just any "arborist" look at it though.
Look into someone who is specialized in evaluating trees. Where are you located? This might help you find someone in your area. Be willing to pay a consultation fee, as that is what you need. Otherwise you most likely will get a removal specialist

Yeah I said Live Oak simply because there are many around here but have not identified.

Since I'm a broke student here in the Corpus Christi area I don't have any money to put into this. Owner is not interested either.

I've noticed lately a lot of homeowner joes (and tenant joes for that matter) coming in the buzz, looking for free advice or evaluations. I know we all instinctively want to be helpful, but if we give our professional knowledge, opinions and recommendations away for free......well, we've just devalued our profession to zero, while giving Joe the impression "Why pay for a professional evaluation, these guys can just phone it in." The last half dozen or so of these scenarios I've seen in here, my thought for an answer was "Call a consulting arborist who specializes in tree risk assessment, and pay them to give you a professional evaluation of your tree." Followed in my best Foghorn Leghorn "Now go 'way kid, ya bother me!"

Cutting the vines off was your first mistake.

You can get rid of vines and keep trees they are 2 plants in the same space. I take off wild grape all the time it will smoother and kill anything we have here, the only effective buckthorn control for sure. But lots of times vines are not wanted so go ahead and cut them they aren't the tree.

Next point is you are the only one that mentioned big cuts or removal cuts. So I know it's your usual sermon and sound advice to reduce many small cuts, so unless you're saying to whack big pieces off and go to town what are you saying and what is your point, no one was in hysteria about much?
 
By gum get a circular saw and cut the deck wood around the base. It's like when I go pet a strangers dog to find out the collar's so tight I can barely get a finger through.

I agree, but I also think it depends on the spirit in which someone is asking.
 
Virginia creeper is one of the most tree-friendly vines there is. It's a valued associate in NC and IL; NEVER overtopped a crown, EVER.

+1 on the spirit, and content, of the ?, re offering feedback. It's the folks who won't google that don't deserve replies imo.

Richard, what % of your estimates are free?
 
OP wasn't asking for an estimate. The information they requested fell entirely into the realm of consultation. Surely Guy, you of all people would know the difference.
Difference clear as mud really; lots of info requests turn into jobs. I agreee generally re devaluation by freebies, but i still like giving away a 3-minute e-consult based on pics. Also agree re saying 'hire a pro, on site', but I don't see much value added by someone saying they are TRA specialists.
The qual is not worth as much as experience or education. I've reviewed too many TRAQ reports that were the same old dill-and-kill junk science to be sold on that.
